Arsaga Partners has entered into a formal partnership agreement with OneTrust to help Japanese companies build and operate stronger AI governance systems. As part of the partnership, Arsaga Partners has also supported the implementation of OneTrust’s AI Governance capabilities at a major Japanese company, marking what the companies describe as the first such deployment in Japan.
The partnership comes as companies face growing pressure to manage AI-related risks alongside the rapid expansion of AI use. Regulations and frameworks such as the EU AI Act are pushing organizations to look beyond the benefits of AI and put proper controls in place for issues such as information leakage, bias, and compliance violations.
Arsaga Partners said effective AI governance requires both human and technical controls. Rules, policies, and employee education can guide responsible use, but they may not prevent unexpected risks during everyday operations. Automated monitoring can provide another layer of control, but technology alone cannot fully understand business context or handle complex ethical decisions.

The company refers to these two areas as “human guardrails” and “digital guardrails.” Through the OneTrust partnership, Arsaga Partners plans to help companies put both into practice.
Under the agreement, Arsaga Partners has become a certified partner for OneTrust’s AI governance solution in Japan. Its support will cover the full implementation process, starting with consulting and requirements planning, followed by system design and deployment, and continuing through operational support after the system goes live.
The company has already worked on a production deployment of OneTrust’s AI Governance capabilities at a large Japanese enterprise. The system brings several AI risk management processes together on the OneTrust platform.
These processes include applications from users and system owners who want to use AI systems, technical reviews, checks of contracts and terms of use, inventory management, and risk assessments against AI-related laws and regulations. The aim is to manage these activities through one system instead of handling them separately across different teams.
OneTrust provides a global platform covering data privacy, AI governance, third-party management, technology risk, and compliance. Its AI Governance capabilities are designed to support risk assessment, monitoring, and management throughout the lifecycle of AI and machine learning systems. The platform can also help companies check alignment with frameworks and regulations including the EU AI Act and the NIST AI Risk Management Framework.
Arsaga Partners will provide support in several areas, including defining implementation goals and requirements, conducting proof-of-concept and proof-of-value work, designing and building the OneTrust platform, creating operating models, supporting rollout across group companies, and providing ongoing assistance.
Blair Hasforth, Sales Director for APJ at OneTrust, said Arsaga Partners is helping lead responsible AI adoption among Japanese enterprises. He added that combining OneTrust’s AI Governance solution with Arsaga Partners’ implementation capabilities in digital guardrails could help companies in Japan expand AI innovation with greater confidence.
Motohiro Ishiguro of Arsaga Partners’ Consulting Division said the company plans to build on the first implementation and establish a stronger position in Japan’s AI governance market. He noted that companies now face a fast-changing regulatory environment, including the phased application of the EU AI Act and the development of AI-related laws and guidelines in Japan.
Going forward, Arsaga Partners plans to expand its support beyond AI governance alone. The company will also connect its work with broader security areas such as digital identity management, identity governance and administration, zero trust, and AI security posture management. Its aim is to provide companies with a single support structure for a wider range of digital risks as AI adoption continues to grow.
