NTT Advanced Technology Corporation will begin offering “Discuss E-Sign®”, an electronic signature service for local assemblies, from June 30, 2025 as a new addition to the “Discuss® Series,” which aims to realize the ICT use of local assemblies.
Currently, local assemblies are required to complete paper procedures in various situations, and handling signatures by mail or in person is cumbersome and burdensome.
In light of this situation, NTT-AT and Bengo4.com Inc. began collaborating in April of last year to develop a new service that incorporates the electronic signature function of “CloudSign”, provided by Bengo4.com, into the “Discuss Series”, and have now begun offering this service.

This service improves operational efficiency and reduces costs by allowing people to sign the minutes of parliament online. In addition, data signed online is stored in a data center, preventing data loss due to disasters, etc.
The April 2024 amendment to the Local Autonomy Act will make it possible to digitize parliamentary procedures more than ever before, and various administrative tasks, such as “approval of parliamentary minutes” and “submission of petitions to the parliament,” can now be handled on the cloud.
In light of these changing circumstances, and in order to meet the digitalization needs of local governments, NTT-AT has decided to combine its “Discuss Series” (implemented in over 800 systems for local government assemblies nationwide) with Bengo4.com’s “CloudSign” (no. 1 in market share of electronic contract service implementations for local governments) to begin offering services that leverage the strengths of each company.
