Athena Technologies, Inc. Has become a member of the Financial Data Use Promotion Association (FDUA) FDUA works to promote the utilization of financial data through cross-industry collaboration, talent development, and technological innovation.
The membership comes as financial institutions are experimenting with generative AI in internal functions amid concerns about sensitive data, data management and audit requirements. Athena seeks to solve these issues by providing a single, open-banking platform for other banks to deploy AI services in a closed environment on-premises where data is never exposed to outside services.
The startup provides infrastructure, local large language model (LLM) platforms, Japanese-specific security guardrails and AI applications designed for enterprise requirements. It has also worked with financial institutions, including regional banks, to deploy local LLM platforms and develop applications for sector-specific tasks such as loan sales.
Through its FDUA membership, Athena plans to exchange expertise with financial institutions and other member companies to encourage wider adoption of secure generative AI.

Its financial sector initiatives include AI applications that help organize key points during loan sales interviews. These solutions use local LLMs to process sensitive information without transmitting it externally.
Athena also offers a suite of products for enterprise AI deployment. Athena Platform supports local LLM operations in closed and on-premise environments, while Athena Firewall provides a self-hostable, low-latency guardrail designed for Japanese requirements. Its Athena RedTeam Agent uses uncensored local LLMs to conduct attack verification of enterprise systems.
The company’s work on secure generative AI deployment in closed network environments has also earned it a finalist position in the Japan Security Award 2026.
