Swarmer, Inc. is planning to enter Japan’s autonomy market through a partnership with Rakuten Group, Inc.. The focus is on bringing more advanced drone autonomy into a market that already has strong robotics capabilities.
Swarmer is not coming in as a new player without field experience. The company has supported over 100,000 missions in Ukraine since 2024. That includes real deployments, not test environments. Its core strength is autonomy software. Systems that can operate without constant human control. It also works on coordination between multiple drones. In some cases, that includes fully autonomous operations where drones identify and act on targets.
Rakuten’s role is more on the ground in Japan. The company already has a presence, along with local knowledge and partnerships. It has also been involved in Ukraine through humanitarian and reconstruction efforts. That connection plays into how this partnership came together. Rakuten will help Swarmer navigate the Japanese market and scale its technology in a way that fits local requirements.

The use cases are not limited to defense. That is only one part of it. The companies are looking at areas like infrastructure inspection, industrial automation, security, and research. Japan already has strong foundations in robotics and manufacturing. That makes it easier to adopt systems that rely on autonomy and coordination.
The broader idea is to combine Swarmer’s software with Rakuten’s ecosystem. One brings the technology. The other brings market access and operational support. Together, they are trying to speed up how autonomous systems are actually used in real environments across Japan.
