VLC Security Inc. signed a Memorandum of Understanding with National Pulse Group, a national accelerator company based in Dubai, United Arab Emirates (UAE), to explore joint projects aimed at business collaboration in the fields of AI and cybersecurity in the UAE and other parts of the Middle East and North Africa (MENA) region.
The UAE is prioritizing investment in AI, the digital economy, data centers, and clean energy as part of its national strategy, and has positioned sovereign AI (establishing a system for the sovereign management and operation of AI infrastructure, data, and computing resources within a nation or region) as a key policy from the perspective of national competitiveness and security.
As a national accelerator based in the UAE, National Pulse has led the planning, investment, and implementation of large-scale projects linked to national strategies in the fields of AI, digital infrastructure, energy, communications, space technology, etc. With strong collaboration with government agencies and public entities, the company plays a role in connecting cutting-edge private technologies to national-level infrastructure and industrial policies, and is promoting the construction of AIaaS and digital infrastructure foundations in the MENA region, including the UAE.

VLC Security has established access to cutting-edge security technologies through global technical collaborations with business partners based in Israel, Switzerland, etc., and provides security consulting services, AI-based practical training, penetration testing, vulnerability assessment, corporate information monitoring, etc., primarily in Japan. Furthermore, VLC Security is promoting collaboration particularly in the fields of AI and cybersecurity based on a comprehensive business partnership with Datasection Inc., which develops AI infrastructure businesses, and a memorandum of understanding has also been signed between Datasection Inc. and National Pulse regarding the construction of AI infrastructure in the MENA region, including the UAE.
This MOU was concluded against the backdrop of the UAE’s national strategy and trends in technology and industrial cooperation between Japan and the UAE, such as the Japan-UAE Innovation Partnership (JUIP) and the Comprehensive Strategic Partnership Initiative (CSPI). The purpose of the MOU is to jointly explore business development in the fields of AI and cybersecurity in the MENA region, including the UAE, by combining National Pulse’s business promotion and institutional coordination capabilities with Fujitsu’s cybersecurity technology.
Additionally, the Group has agreed to open a cybersecurity training facility in the UAE in collaboration with a local partner.
