GMO GlobalSign Holdings Inc. is pleased to announce that its electronic contract service for local governments, “GMO Sign Administrative Reform DX Electronic Contract”, developed and operated by the company, will be introduced in Morioka City and Takizawa City, Iwate Prefecture. This decision is the result of a joint procurement based on the “Morioka Wide Area Municipal Electronic Contract Service Introduction and Provision Outsourcing,” with Morioka City and Takizawa City first to begin full-scale operation of “GMO Sign” from February 2026. It is expected that other local governments participating in this joint procurement framework will gradually introduce “GMO Sign” in the future.
Municipalities that have introduced GMO Sign and their contracting parties can use electronic signatures over the internet, while maintaining the same validity as paper signatures, eliminating the need for mail or visits to the counter, which is expected to improve administrative efficiency. In addition, by allowing municipalities that have introduced GMO Sign to use the same electronic contract service across a wide area, it will also improve the convenience of local businesses when entering into contracts with multiple municipalities.
GMO GlobalSign HD will continue to provide knowledge on digital transformation for local governments across the country, and will work with local governments to improve the efficiency of contract procedures, support the management of local businesses, and contribute to environmental protection and the SDGs through paperless operations.

The eight municipalities in the Greater Morioka Area, including Morioka City and Takizawa City (hereinafter referred to as the “Morioka Eight Cities and Towns”), have formulated the “Michinoku Morioka Greater Area Collaboration Urban Area Vision” (*3) with the aim of having the municipalities within the area collaborate on various projects to maintain a certain population level, improve quality of life, and sustain and develop the economy. This vision will facilitate the exchange and sharing of information on information systems and networks, as well as collaboration and cooperation among the eight municipalities in the Morioka Greater Area. The eight municipalities in the Morioka Greater Area have already improved convenience for businesses by standardizing and digitizing competitive bidding qualification applications. Furthermore, by digitizing contract signing procedures across the region, they have implemented joint procurement under the “Morioka Greater Area Municipalities and Towns Electronic Contract Service Introduction and Provision Outsourcing” initiative, aiming to improve convenience for businesses and reduce the contracting burden on government agencies by digitizing contract signing procedures across the region.
GMO Sign requires only an internet connection and an email address, and there is no cost to users. Not only does it improve administrative services by streamlining operations, but it also ensures security by encrypting documents. Going paperless contributes to the SDGs by reducing paper resource consumption. In selecting a service through joint procurement, the eight cities and towns in the Morioka region highly evaluated GMO Sign’s high functionality, ease of use, and other high-quality features, as well as its extensive implementation and operational support. They chose GMO Sign, an electronic contract service that combines security and convenience while also improving the efficiency of administrative operations. The service will begin operation in Morioka City and Takizawa City in February 2026, with other municipalities expected to adopt GMO Sign in the future.
In addition to improving operational efficiency within local government offices, GMO Sign also reduces operational costs, such as the time and effort required to conclude contracts, for local businesses that are the contracting parties, and is easy to operate intuitively without the need to read manuals. As a result, the service is being expanded to local governments across the country as a service that also supports the management of local businesses. GMO GlobalSign HD, which developed and operates GMO Sign, will support the utilization of Morioka City and Takizawa City, which will now begin full-scale implementation and operation, and will provide full support to accelerate the promotion of digital transformation in local government administration in the eight cities and towns in the Morioka region, including these two cities.
