Colt Data Centre Services opened “Colt Inzai Data Centre 4” on February 26th as its fourth base in Inzai City, Chiba Prefecture. The center is the second hyperscale data centre developed as a joint venture between Mitsui & Co. and Fidelity Investments. At the time of opening, 100% of the data centre space had been sold.
At the time of the opening ceremony, the first phase had been completed, with some floors already constructed and 4.8MW in operation. The final phase is scheduled to be completed in November 2025, and the power capacity of Inzai Data Centre 4 will be 20MW. The four Colt data centres in the Inzai area will provide a total of 70MW. In addition, six locations are already in operation in Japan, five in the Kanto region and one in the Kansai region, and two more are currently under development in the Kanto region, Inzai Data Center 5 and Yoshikawa Data Center (Saitama Prefecture). Inzai Data Center 4 only supports air-cooled air conditioning, but the two new locations will also support water-cooled servers. In addition, the Keihanna Data Center, which opened in 2023, is scheduled to be expanded in the future. Building specifications for Inzai Data Center 4 Inzai Data Center 4 is a five-story steel-framed building with seismic isolation. The second to fifth floors are data halls, with two rooms on each floor. Each floor is equipped with an N+1 redundant UPS. The fifth floor is the only data hall, with the other half being office space for Colt offices and customer offices. The power supply is 66kV (main line and backup line), with 19.8MW of power for IT use to be exact. The emergency power supply equipment is a 6000kVA gas turbine generator installed outdoors. There is an N+1 redundant configuration of six units + 1 for IT equipment and three units + 1 for other equipment.

As the contract is 100% signed, 11 generators have already been installed on the premises. The data hall can operate without refueling for 48 hours using stockpiled heavy oil. The data hall is air-conditioned by Stultz’s CRAH (Computer Room Air Handler), which is specialized for data centers. Cool air is blown out from the walls on both sides, hot-aisle contained, and returned to the air conditioner through the ceiling chamber. Temperature sensors in the air conditioner area work in conjunction with the air conditioner fans to automatically optimize. Redundancy is N+2. Surveillance cameras in the data hall may be installed by the data center, but global operators may want to install specific cameras to monitor data centers around the world from a central location. Inzai Data Center 4 is used by a single cloud service operator, so security equipment required by that operator will be installed. As for building security, a sturdy sliding gate and a double gate with a barrier are installed at the entrance to the parking lot, so it seems impossible to run into the building with a car. A loud alarm will also sound while a vehicle is there. Two 4-ton trucks can be parked side by side in the truck yard, but the shutters are lowered during loading and unloading operations, so it is not possible to enter the building from outside.
Construction of Inzai 4 will begin in 2023 after the design phase in 2022. Phase 1 (construction of the building and construction of the data hall on the second floor) was completed in less than 22 months. Ken Muto (General Manager of Data Center Development Business) of Colt Data Center Services Japan Operating said, “We will never be able to do anything this fast again,” and the project was accident-free and disaster-free. Construction will continue from Phase 2 onwards, with completion scheduled for around November 2025.
