Japan’s telecommunications industry has moved closer to a form of connectivity after SoftBank Corp. Successfully tested a high-altitude platform station (HAPS) over Japan. The trial marks a step toward using the stratosphere as an extension of the country’s mobile network and could eventually provide connectivity to remote areas support disaster recovery and enable communications for drones and other aerial systems.
SoftBank and U.S.-based Sceye successfully conducted trial services using Sceye’s than-air HAPS platform. The system operated in the stratosphere. Demonstrated communications between the HAPS and ordinary smartphones as well as between the platform and drones. SoftBank says the achievement is Japan’s successful stratospheric communications test of this type in Japanese airspace.
The companies plan to use the results to prepare for HAPS commercialization in Japan from 2027 onward including improving communications quality and developing frameworks.
What Is HAPS Technology?
HAPS or High Altitude Platform Station essentially puts a communications platform in the sky.
Unlike satellites HAPS platforms operate much closer to Earth typically in the stratosphere. SoftBank describes the technology as a ” base station” capable of providing direct-to-device mobile connectivity.
This approach could complement networks and satellites rather than replace them. A HAPS platform can potentially provide coverage over areas where constructing mobile infrastructure is difficult or economically unattractive.
For an island nation such as Japan that capability could have value.
Disaster Communications Could Be a Major Use Case
One of the arguments for HAPS in Japan is disaster resilience.
Earthquakes, tsunamis, typhoons and other natural disasters can damage telecommunications infrastructure. When mobile towers, fiber connections or power systems are disrupted, restoring connectivity can take time.
A HAPS platform could provide a communications layer from above.
SoftBank has specifically identified disaster recovery as one of the applications of HAPS technology. The platform could help restore communications, over areas without requiring the immediate reconstruction of damaged ground infrastructure.

Remote Regions Could Gain Better Connectivity

HAPS could occupy the middle layer between terrestrial infrastructure and satellites.
That could provide network operators with greater flexibility when designing nationwide and regional coverage.
