NTT DOCOMO, INC., NTT DATA Corporation, and Synspective Inc. concluded the “Agreement on the Use of Satellite Imagery in Times of Disaster” (hereinafter referred to as “this Agreement”) on August 28, 2026, with the aim of more quickly and comprehensively understanding the situation in disaster-stricken areas and using this information to aid in the restoration of communication facilities.
This agreement utilizes images acquired from satellites that can grasp the situation over a wide area, allowing for aerial assessment of flooding, landslides, and road passability even when on-site access is difficult due to road closures, power outages, or severe weather. By complementarily using optical satellite imagery, which provides a visual understanding of the ground surface, with SAR satellite imagery, which can be observed even at night or in bad weather, the aim is to enable rapid assessment of the damage and consideration of recovery routes, leading to the early restoration of communication services.

In the event of a major earthquake or flood, when transmission lines fail or power outages disrupt communication services, it is necessary to understand the extent of damage to communication equipment and the condition of roads leading to the affected areas in order to restore services as quickly as possible. On the other hand, access to areas affected by road closures or flooding can be difficult, and it may take time to grasp the full extent of the damage. To address these challenges and ensure the early restoration of communication services even in large-scale disasters, it is important to utilize methods to understand the extent of damage over a wide area and the feasibility of reaching the affected areas, in addition to information obtained from the scene.
NTT Docomo is working to quickly restore communication services during disasters by assessing the damage to communication equipment and implementing emergency repairs. NTT Data has been developing and providing solutions utilizing Earth observation satellite data for over 20 years. Synspective is also working to provide satellite imagery and analysis data during disasters using its own SAR satellites. By combining these efforts and expertise, the three companies have entered into this agreement to improve the ability to assess the damage and make recovery decisions using satellite imagery during disasters, and to verify its effectiveness and operational methods through actual disasters.
