Hmcomm Inc. is pleased to announce that it has resolved to enter into a business alliance with General Co., Ltd., with the aim of improving operational efficiency and strengthening disaster prevention response capabilities in the local government sector by combining the customer bases and AI technologies of both companies, and has signed a business alliance agreement.
Japan’s local governments are facing a shortage of staff due to a declining birthrate and aging population, and are being called upon to improve their resident services, including disaster response. In particular, in the areas of disaster prevention and administrative contact, 24-hour response to inquiries and the speed of information sharing are becoming issues.
To address this issue, the two companies aim to promote the digital transformation of local government operations by combining General’s knowledge of disaster prevention systems and communications infrastructure with Hmcomm‘s cultivated “voice x AI” technology.

The two companies began joint development of “GRANTOWN,” a disaster prevention and business support solution for local governments, in early 2025.
“GRANTOWN” is a solution that significantly reduces the workload of local government employees by using an AI agent to automatically accept inquiries at local government telephone hotlines, providing appropriate information depending on the content or transferring the inquiry to the appropriate employee.
In addition, in the event of a disaster, the AI agent will automatically provide primary support for reports and inquiries from residents, thereby contributing to strengthening initial response capabilities.
