The Information-Technology Promotion Agency ( IPA ) launched the “Security Requirements Conformity Assessment and Labeling System: JC-STAR” for IoT products. Applications for “Level 1” security conformity assessment will be accepted to begin with, with conformity labels being issued from early May. JC-STAR is operated by the IPA in accordance with the Ministry of Economy, Trade and Industry ‘s “Policy for Establishing a Security Conformity Assessment System for IoT Products.”
There are four types of conformity standards, with Level 1 being a standard for dealing with the minimum security threats common to all IoT products. For “Levels 2-4,” applications will be accepted from January 2026 onwards, with standards according to the characteristics of each type of IoT product. 1 star (Level 1): The IoT product vendor declares that it meets the minimum security requirements that are commonly required for products. 2 star (Level 2): The IoT product vendor declares that it meets the basic security requirements that should be added to Level 1, taking into account the characteristics of each product type. 3/4 star (Level 3/4): The IoT product vendor declares that it meets the general security requirements for each product type, which are assumed to be used in important systems such as government agencies , critical infrastructure operators , local governments, and large companies.

An independent third party evaluates and demonstrates that the requirements are met. To apply for 1 star (Level 1), you must submit the “Conformity Label Acquisition Application Confirmation Form,” the “JC-STAR Conformity Label Application Form,” and a checklist. In addition, if you are applying through a proxy, you will also need a letter of attorney, and if you are not using a corporate number , you will also need a document that proves your corporate status. The application fee for 1 star (Level 1) is 198,000 yen including tax. For applications received by September 30th, a special price of 110,000 yen will be applied.
