IBM and Oracle announced an expansion of their longstanding technology partnership aimed at advancing enterprise adoption of agent-based artificial intelligence (AI) and hybrid cloud solutions. As part of this collaboration, IBM’s industry-leading AI and data platform, watsonx, will be made available on Oracle Cloud Infrastructure (OCI), empowering organizations to deploy and manage AI agents more effectively across their operations.
This expanded alliance strengthens the AI services ecosystem on OCI, enabling businesses to leverage multi-agent workflows that simplify and accelerate digital transformation across critical enterprise functions.
IBM watsonx Orchestrate Launches on Oracle Cloud in July
Beginning in July, IBM will launch its watsonx Orchestrate solution on OCI, allowing clients to build, deploy, and manage AI agents across multi-system workflows. The offering will integrate with Oracle Fusion Applications, Oracle AI Agent Studio, OCI Generative AI Agents, and other OCI services, enabling seamless functionality across Oracle and non-Oracle environments.

The first use case will focus on human resources, with AI agents running inference directly on OCI, where many enterprise customers already host their data and applications.
These agents will operate on Red Hat OpenShift on OCI, including public, sovereign, and government cloud regions and Oracle Alloy, and can also be deployed in on-premise and multi-cloud environments to meet regulatory and data residency requirements.
IBM Granite AI Models Coming to OCI Data Science
To expand model availability and accessibility, Oracle will offer the IBM Granite family of AI models within OCI Data Science via AI Quick Actions. Open-source Granite models will also be accessible later this year as cached large language models (LLMs) within OCI, offering a flexible and efficient option for AI development.
IBM Software Expands on OCI
Oracle and IBM also announced plans to offer the IBM Envizi ESG Suite- a comprehensive platform for automating the capture, management, and reporting of environmental, social, and governance (ESG) data on OCI, initially launching in Saudi Arabia within the next 12 months.
IBM’s watsonx.ai, now certified to run on OCI, enables clients to build, run, and manage enterprise-grade AI applications using OCI’s robust cloud infrastructure, further supporting hybrid cloud deployments and AI integration with existing Oracle-based systems.
IBM Consulting Enhances Oracle-Focused Capabilities
To help clients realize strategic outcomes with AI, IBM Consulting is expanding its services to support the design and deployment of AI agents across a variety of platforms. Leveraging deep industry knowledge and proprietary tools such as IBM Consulting Advantage, consultants will assist in integrating agent-based ecosystems featuring IBM’s watsonx Orchestrate, Oracle’s AI agents, and third-party tools.
A new migration service will also help Oracle customers transition workloads from on-premise environments to Red Hat OpenShift Virtualization on OCI, enabling infrastructure modernization and AI-readiness in a hybrid multicloud environment.
IBM Consulting’s expanded Oracle services are backed by a 38-year strategic partnership, a global network of certified consultants, and the recent acquisitions of Accelalpha and Applications Software Technology LLC, enhancing implementation expertise for Oracle Fusion Cloud Applications.
Additionally, IBM and Oracle plan to pilot joint offerings in select global markets, delivering integrated capabilities and services to enterprise clients.
