Meta has entered the increasingly competitive personal AI agent market with the launch of Muse, a new AI system designed not simply to answer questions but to take action on behalf of users. The development could mark an important shift in how consumers and businesses interact with artificial intelligence, particularly as AI moves from conversational assistance toward autonomous task execution.
Meta introduced Muse on September 8, describing it as a personal AI agent capable of helping users manage everyday tasks, coordinate projects and turn longer-term goals into action plans. The service initially launched in the United States for users aged 18 and above through a dedicated app and WhatsApp.
For Japan’s technology industry, Muse is significant because it illustrates where the next phase of AI competition could be heading: systems that can understand context, access digital services and complete multi-step tasks with limited human intervention.
From AI Assistant to AI Agent
Traditional AI assistants largely depend on users providing instructions and then receiving an answer. Agentic AI takes the concept further by allowing software to plan and execute actions.
Meta says Muse can open a browser, fill out forms, send emails, book travel and negotiate on a user’s behalf. For longer-running tasks, the system can continue working after the user closes the app and return when approval or additional input is required.

Meta says a separate “Sentinel” agent controls whether Muse can access the internet, while users remain responsible for determining which applications Muse can connect to and what permissions it receives.
Meta also says Muse requests approval before sensitive actions such as sending an email or making a purchase and provides an audit trail of its activities. The company plans to introduce a Confidential VM later this year in which the user holds the encryption key.
This approach highlights a key issue for Japan’s AI market: trust could become just as important as model performance.
As AI systems gain access to email, calendars, financial services, shopping platforms and business applications, Japanese organizations will need stronger identity management, authorization systems, monitoring and data-protection technologies.
