Cocoo Inc. has launched the Local Production and Activation Model for Digital Human Resources TRIAL Project in Naruto City, Tokushima, with the first program starting in September 2026.
The initiative expands Naruto City’s existing MamaBiya program to women in their 20s to 40s, including those looking for employment, career changes or a return to work. The new MamaBiya Plus program will teach AI and digital skills from the basics, then connect selected participants with local companies through internships.
Around 15 women will join the first phase, with up to five moving into advanced training and practical work. The program combines in-person and online learning and is free, apart from the Google AI Plus subscription.

The initiative aims to turn digital reskilling into a pathway for local employment while helping businesses address their growing DX talent needs.
