Bot Express Co., Ltd., which provides “GovTech Express,” a smartphone-based city hall that most residents can use immediately, is pleased to announce that Minokamo City, Gifu Prefecture will be expanding the functions of its smartphone-based city hall, which utilizes LINE, by leveraging the AI functions of GovTech Express.
In Minokamo City, against the backdrop of changing population structures, limitations on the number of staff, and an increase in foreign residents, efforts are being made to create an environment where everyone can easily access necessary administrative services. This initiative will begin with multilingual support for the waste management function, which is a familiar part of daily life, and will introduce an AI-powered comprehensive guide that allows residents to find the necessary procedures simply by “expressing their wishes,” as well as a Copilot function to support staff in creating procedures.
In line with the Minokamo City DX Promotion Plan’s fundamental principle of “a DX that leaves no one behind and is kind to people and the city,” we aim to evolve the city hall into a smartphone-friendly environment for both residents and staff, with the goal of enabling most administrative procedures to be completed online by the end of fiscal year 2029.

Main AI functions to be introduced and expanded this time
Supporting a town where approximately 10% of the residents are foreigners: “Multilingual support for waste management services”
The system provides multilingual information for garbage collection notices (the day before collection), monthly garbage collection schedules, garbage sorting guidelines, and garbage calendars. It supports English, Portuguese, Tagalog, Vietnamese, Indonesian, and Chinese, making it easier for foreign residents to access essential information for their daily lives.
“AI Comprehensive Information Center” where AI acts as a guide for citizens.
Citizens can now access administrative services by consulting with AI on their smartphones within the city hall app. Previously, they had to select a category from a rich menu and then proceed to the desired procedure, but with the AI-powered comprehensive guidance system, residents can simply tell the AI their wishes or concerns, such as “I want to leave my child in childcare,” and the AI will understand the situation and guide them through the necessary procedures and application methods.
AI function supports employees’ work as “another colleague”: “Copilot”
GovTech Express’s Copilot function allows staff to develop new administrative services simply by providing requirements. Beyond system development, AI assists with tasks that previously required significant time and effort from staff, such as organizing reports during disasters, data analysis, and photo/image recognition.
Changes occurring for residents, foreign residents, and staff
Residents: They can easily find the necessary procedures without getting lost.
With AI-powered comprehensive guidance, even when you feel unsure of what to do, you can easily access necessary information and procedures while consulting via LINE. The goal is to reduce the burden of searching for information at city hall counters or on websites, and to enable people to access essential administrative services from their smartphones.
Foreign residents: Can receive information necessary for daily life in multiple languages.
We provide information relevant to daily life, such as pre-collection notices and waste sorting menus, in multiple languages. We are working to create an environment where people can receive the information they need, when they need it, without being hindered by language barriers.
Staff: We can create and improve procedures together with AI.
This will enable staff in each department to more quickly digitize necessary administrative services based on on-site challenges. By having AI take over some tasks in place of staff, it will support efforts to improve the quality of resident services even with limited personnel.
