However, when a general-purpose VLM is asked a text-based question (prompt) about on-site conditions – for example, whether an area is flooded – it can produce answers that diverge from the facts or are inconsistent. This makes it difficult to accurately capture the subtle changes that progress over time and detect disaster precursors. In addition, because a VLM’s answers are heavily influenced by the content of the prompt, accurately reflecting the different points to watch for at each site requires engineers with specialized knowledge to go through trial and error, which takes considerable time and effort. As a result, it has not been practical to rapidly apply this approach to a wide range of disasters – such as river flooding, inundation, and snow accumulation – and the diverse sites where they occur.

NEC‘s proprietary technology to analyze the likelihood values the VLM computes internally during text generation , drawing out information that would otherwise be lost in the process of converting it into words, and finely scoring on-site conditions such as the extent of flooding or snow accumulation. This makes it possible to capture subtle changes and trends over time – previously difficult to detect – as continuous numerical values. Operators can also flexibly set precursor and danger thresholds suited to each site and type of disaster based on these scores.
2. Accelerating On-Site Deployment through Automatic Generation of Site- and Disaster-Specific Prompts When this technology is deployed at a site, AI automatically generates a prompt suited to the disaster type being observed – such as flooding or snow accumulation – and to the composition of the scene captured by each camera. Using footage from the site, this prompt is generated through successive adjustments that keep the score continuous between temporally preceding and following images. In this process, for example, the areas of the image the VLM should focus on and the areas that can be disregarded are automatically identified for each site, and reflected in the prompt as information effective for scoring. By performing these processes automatically, fluctuations in the VLM’s score caused by minor differences between images are suppressed, enabling stable judgments. As a result, experts no longer need to design or adjust prompts for each camera’s installation environment or disaster type, supporting rapid deployment and efficient operation across diverse sites.
