パナソニックEW、「SAKIGAKE JAPAN」、Vacanがシェルター・プログラムを発表

Panasonic Electric Works, SAKIGAKE JAPAN そして Vacan 10月17日と18日に鳥取県倉吉市で開催される「防災全国大会2026」において、次世代避難所に関するプログラムを発表する予定だ。.

これには、3Dモデリングの活用、避難施設のシミュレーション、およびバーチャルリアリティ（VR）を用いた訓練プログラムが含まれる。3社は、施設の設計と防災訓練、そして現場での運営を結びつけることで、避難所の有用性を高めたいと考えている。.

各地で地震や豪雨が続き、避難所の管理体制の改善がますます求められている。当局は、脆弱な立場にある人々を安全に避難させつつ、スペース、物資、人員を管理しなければならない。また、避難者の把握、収容状況の更新、混雑状況の周知も行わなければならない。.

The programme combines the companies’ existing technologies to combat these operational issues. It will use handheld devices to produce 3D models of the premises and demonstrate how accommodation, partitions, the distribution of supplies, number of staff and patterns of movement can be utilised to care for vulnerable people. In addition, VR training will assist in assessing and refining the scenarios ahead of a disaster.

They are also exploring deploying Vacan’s evacuee management system to digitize registration, headcounts and congestion monitoring. The effort is modelled on international standards for shelter management and Sphere, viewing evacuation shelters as systems rather than locations.
