Mitsui Fudosan Co., Ltd. and semiconductor-related volunteers have established the general incorporated association RISE-A and are pleased to announce that they will begin recruiting members. In addition, they plan to open an office in Nihonbashi in October 2025 and begin full-scale activities.
In recent years, semiconductors have been positioned as the core of national strategy, and the development of production bases and capital investment is progressing throughout the country. Against the backdrop of this trend toward revitalization of the semiconductor industry, the creation of a “place for co-creation” where various players can come together has become an important theme.
The newly established RISE-A will leverage Mitsui Fudosan’s knowledge as an “industrial developer” to build an ecosystem that promotes innovation in the semiconductor industry. By providing a “place” and “opportunity” for a diverse range of people, including not only the supply side but also the user side, to interact beyond their positions, the company aims to promote “co-creation and cooperation” in the semiconductor field that transcends industries and fields, thereby contributing to the creation of innovation and the resolution of industrial issues, and promoting the development of society as a whole.

In recent years, semiconductors have been attracting more attention than ever before as the “rice of industry” that supports the foundations of society and the economy, against the backdrop of rapid digitalization, the progress of DX, and the growing importance of economic security. The Cabinet Office has also positioned semiconductors as the core of national strategies, setting a policy to provide more than 10 trillion yen in public support for the AI and semiconductor fields by 2030, with an eye on an economic ripple effect of approximately 160 trillion yen. Semiconductor-related companies are already concentrating and investing in equipment in various parts of the country, including Hokkaido, the Tohoku region, and Kumamoto Prefecture, and further revitalization of the industry is expected.
On the other hand, Japan’s semiconductor industry has seen a decline in its share of the international semiconductor market since the 1990s.*2 As a result, there is a need to develop mechanisms for co-creation between not only suppliers but also user companies, academia, and support organizations, and to promote social implementation through the development of businesses and applications that use innovative technologies.
To this end, Mitsui Fudosan is establishing the general incorporated association “RISE-A,” which aims to create and shape a “place” and “opportunity” for co-creation where diverse players can come together to generate innovation using semiconductors.
By creating a co-creation mechanism in which knowledge and experience in the semiconductor industry can be shared among user companies, related companies, and academia, we aim to build an ecosystem that promotes innovation, thereby contributing to strengthening the competitiveness of Japan’s next-generation industries.
