COCOO Inc., which supports the digital transformation of society through its “human resources” x “digital” business, will establish a new “Regional Revitalization Digital Transformation Office” in October 2024 to further accelerate its efforts in “regional revitalization,” one of the key policies of its long-term management plan “VISION 2030.” Takayoshi Ando, an expert in digital transformation (DX) who is committed to regional revitalization and education reform, has been appointed as the office director.
In addition, starting in March 2025, the Regional Revitalization Digital Transformation Office will take the lead in launching the “New Regional Revitalization Project,” which aims to open 30 regional bases to address the labor shortage issue caused by the decline in the working population in regional areas.
The government has reviewed its regional revitalization efforts over the past 10 years and launched a new policy called “Regional Revitalization 2.0” in October 2024. Addressing issues facing regional areas such as labor shortages due to a decline in the working population and the increasing trend of young people and women leaving regional areas, “Regional Revitalization 2.0” outlines basic policies such as “creating regions that young people and women will choose,” “decentralizing people and companies to regional areas in response to the risk of overconcentration in Tokyo,” and “making full use of digital and new technologies.”
For the time being, Japan faces an urgent challenge: accepting the fact that its population and working-age population will decline, and coming up with adaptive measures that will enable the economy to grow and society to function even as the population shrinks.

In addition, in order to realize a “society where anyone can work energetically anywhere,” which is connected to our purpose, we have positioned “regional revitalization” as one of our most important strategies.
In this newly launched “New Regional Revitalization Project,” COCOO, as a company that solves social issues through digital transformation, aims to use its digital human resources services to solve the labor shortage problem caused by the decline in the working population in regional areas.
