Tech Touch Co., Ltd. has entered into a collaboration agreement with the Osaka City Digital Management Office to promote digital transformation (DX) in municipal operations and advance data-driven policymaking. The agreement will focus on verifying the effectiveness of TechTouch’s Digital Adoption Platform (DAP) in improving the efficiency of staff workflows and the use of a data strategy AI agent to enhance evidence-based policy management (EBPM). A signing ceremony was held at Osaka City Hall on September 12, 2025.
Driving Osaka City’s DX Vision
This partnership builds on Osaka City’s ‘Re-Design Osaka, Osaka City DX Strategy,’ launched in 2023, which outlines a ‘Re-Design of Work’ initiative to transform administrative operations. A key effort within this strategy is the ‘Back Office DX Project,’ aimed at digitizing document and financial administration for more than 20,000 city employees. The city has created the ‘Osaka City Back Office DX Grand Design’ as a roadmap, with the goal of reducing work hours by 1.1 million by 2030. Led by the Deputy Mayor, the Digital Management Office and related departments are promoting this initiative citywide.
Beyond back-office DX, Osaka City is pursuing broader data-driven reforms, aiming to shift policymaking from precedent-based decisions to evidence-based planning supported by data and AI. This new collaboration will serve as a demonstration project to evaluate how DAP technology and data strategy AI can support both back-office transformation and EBPM advancement.
