Zoom Communications, Inc. and Nara City announced that their Japanese subsidiary, ZVC JAPAN Co., Ltd., have signed a collaboration agreement to enhance telephone services.
As part of the efforts under this agreement, Nara City has also decided to adopt Zoom Phone, Zoom Contact Center, and Zoom Virtual Agent at its main office. Zoom Phone and Zoom Contact Center are scheduled to begin operation on March 16, 2026, and Zoom Virtual Agent this fall. This integrated adoption of the three products – Zoom Phone, Zoom Contact Center, and Zoom Virtual Agent – is the first of its kind in Japan and a globally pioneering example. Through this adoption, Nara City aims to improve operational efficiency and reduce costs, while also improving the quality of citizen services.
Background of the partnership agreement
Nara City, with a population of approximately 350,000, is promoting the use of digital technology and is working to improve citizen services and operational efficiency by expanding the Nara Digital City Hall and promoting digital transformation within the city government.

Meanwhile, the city was facing the need to update its internal PBX, telephones, and call center system, and was facing increasing issues such as the workload for city employees in telephone operations and rising operational costs.
Against this backdrop, through the signing of this agreement with ZVC JAPAN, we aim to promote DX in telephone operations, which have been difficult to reform until now.
