Dentsu Institute Inc., a company that uses technology to achieve evolution for businesses and society, has begun development of “minnect cBase,” a CRM system for local governments, to begin offering in the fall of 2025.
The CRM system being developed will link the necessary information from the core systems that are currently divided vertically within the government, enabling centralized data management and the provision of administrative services that meet the individual needs of residents, thereby improving convenience for residents and streamlining the work of local government employees.
In recent years, the digitalization of administrative services in local governments has progressed rapidly. In particular, while there is a demand for administrative services that are tailored to each resident, such as providing welfare services that correspond to the living conditions of residents and distributing information on childcare support, there are limitations to traditional information management on a task or application basis.

To address these issues, a multifaceted and cross-sectional system that focuses on the individual is needed to manage information, but at the same time, consideration must be given to high security and restrictions on unauthorized use when managing personal information.In addition, in line with the frequent changes to national and local government systems aimed at digitalization, there is a demand for rapid introduction and updates of systems and the addition of new services.
Against this background, Dentsu Institute has begun developing a CRM system for local governments, leveraging the knowledge it has gained from introducing CRM systems to private companies and providing services to local governments.
