Concur Japan Co., Ltd., ServiceNow Japan LLC, and Deloitte Tohmatsu Consulting LLC, a member of the Deloitte Tohmatsu Group, have jointly begun offering a budget execution enhancement solution (hereinafter referred to as “the solution”) that integrates all budget-related tasks for local governments, from budget preparation to execution such as procurement, contracts, and payments, onto a single platform.
This solution integrates ServiceNow, a platform that uses digital workflows to connect multiple internal processes and systems end-to-end, with Concur® Invoice, an electronic invoicing solution with a proven track record, to create a platform that will transform budget execution procedures in local governments.
Implementation support will be provided by Deloitte Tohmatsu, which has extensive knowledge of local government and accounting operations.

In particular, when it comes to interactions between organizations or with businesses, many analog procedures remain, such as visiting government offices to submit documents and manually inputting paper documents, so by consolidating contract expenditure procedures in a local government into a single digital workflow centered on a common case ID, we will achieve efficiency in all government operations. By providing this solution, we will promote digital transformation of budget execution procedures in local governments, contribute to reforming the way employees work, and reduce the procedural burden and improve convenience for related businesses.
With the decline in local government employees due to the declining birthrate and aging population, and the growing need for online administrative procedures triggered by the digitalization of the national government and the COVID-19 pandemic, administrative digital transformation has become an urgent issue that local governments must address.
