ShiftPlus Co., Ltd. has connected its generative AI platform Municipal AI zevo with Acrocity x BI, an EBPM support tool provided by GCOM Holdings Co., Ltd. The goal is straightforward. Bring generative AI into the actual workflow of policy planning inside local governments, without breaking governance or security rules.
EBPM sounds good on paper. In reality, building logic trees, designing KPIs, and structuring logic models takes time and skill. Output quality often depends on who is in the room. At the same time, many municipalities are cautious about generative AI because of data security and compliance concerns.
Acrocity x BI already supports evidence based policymaking. Municipal AI zevo is built for safe use in local government environments, including LGWAN. Now the two are linked. During policy issue organization and logic building in Acrocity x BI, staff can call on generative AI through zevo to produce draft outputs. AI becomes the rough draft engine. Humans handle final decisions.

The model was tested at Miyakonijo City, Miyazaki in Japan. The bigger play is clear. Position zevo as a shared generative AI platform that can plug into multiple municipal systems, reducing the need for separate AI setups in every department.
