Kochi Prefecture is introducing Jimoppay Hometown Tax Donation Points, a first-of-its-kind hometown tax system that converts donations into points redeemable for local experiences. Developed by Finovale Inc. under the TIS Intec Group and operated through Kochi Shinkin Bank’s Jimoppay digital currency, the service will go live on November 10, 2025.
Residents and supporters can donate to any of Kochi’s 34 municipalities or the prefecture itself and receive points worth 30% of their donation. These points can be used instantly across restaurants, hotels, tourist spots, and activity providers that meet Japan’s ‘local product standards.’ Points stay valid for three years, allowing users to save and spend them on future trips.

For local governments, this approach simplifies tax gift management while driving real-world economic circulation. It draws donors to visit, spend, and engage with communities rather than just receiving mailed gifts. The initiative uses Finovale’s MoneyEasy platform, already powering local currencies like Sarubobo Coin and Setagaya Pay, signaling Japan’s steady shift toward digital local economies that link finance, tourism, and community revitalization.
