Welby Co., Ltd., its subsidiary Welby Healthcare Solutions Co., Ltd. (WHS), and TISI Inc., a member of the TIS Intec Group, have formed a business alliance to expand regional healthcare collaboration and improve the use of personal health records (PHR).
Announced on October 26, 2026, the agreement will bring together TISI’s Healthcare Passport Plus service, WHS’s PHR solutions, and Welby Group’s Welby MyKarte and MeDaCa services. The companies aim to connect health promotion and disease prevention with medical treatment and nursing care, with a focus on local communities.
Alongside the alliance, TISI and WHS signed an agreement for TISI to subscribe to newly issued WHS shares through a third-party allocation. Following the subscription, WHS will become an equity-method affiliate of TISI.
The partnership comes as Japan faces growing demand for medical and nursing care amid its aging population, alongside workforce shortages and regional disparities in healthcare access. The companies aim to improve information sharing, with individuals’ consent, among local governments, medical institutions and insurers.

TISI has provided its Healthcare Passport PHR service since 2020, building experience in collaboration with local governments and large hospitals. In July 2026, it began jointly offering Healthcare Passport Plus with Welby. WHS, meanwhile, develops PHR solutions connecting patients, healthcare providers, insurers, local governments and businesses, particularly in lifestyle-related disease prevention and management.
Under the new alliance, the three companies will pursue joint sales, service development and implementation for local governments, medical institutions and insurers. They expect to combine their PHR platforms, and set the stage for consent-based use of health data.
The initial areas of focus will be service provision in the fields of health promotion, prevention and treatment, as well as long-term care. They want to promote network building among local authorities, hospitals and clinics, drugstores and nursing care facilities by offering health examinations and serious disease prevention services.
Through these initiatives, the partners aim to improve residents’ health, reduce pressure on healthcare and nursing care professionals, and support sustainable regional healthcare systems.
