OpenText and Cohere have announced a strategic partnership to bring secure, enterprise-ready agentic artificial intelligence (AI) to government organizations and highly regulated industries. The collaboration combines OpenText’s enterprise data and context management capabilities with Cohere’s AI platform and models to help organizations move AI initiatives from pilot projects into production.
Under the partnership, OpenText will provide the data and context layer, making enterprise information—including unstructured, operational and transactional data—accessible to AI systems. Cohere will contribute its North agentic AI platform and enterprise AI models, which support complex automation and the coordination of AI-driven workflows.
The combined solution is designed to allow AI agents to work with trusted organizational data, reason across business information and perform tasks across multiple systems. Organizations will be able to choose deployment environments based on their security and data-management requirements, including on-premises infrastructure, private cloud, public cloud and sovereign cloud.
The companies expect their jointly developed agentic AI solution to become available to customers in early 2027. It is being designed for government agencies and regulated sectors where organizations need to maintain control over data location, security and deployment while enabling AI systems to operate across business processes.
As part of the collaboration Cohere’s platform and AI models will be integrated into OpenText Aviator AI agents. The partnership also includes joint product development, coordinated go-to-market activities and a strategic reseller arrangement through OpenText’s SOLEX program. This will allow OpenText to offer solutions that include Cohere’s technology in both on-premises deployments and OpenText Cloud environments.
The partnership addresses a challenge that many organizations face when adopting AI: how to let AI systems use enterprise information effectively while still maintaining proper governance and oversight. By combining enterprise data with AI models and orchestration capabilities the two companies aim to support automated workflows without giving up organizational control over sensitive information.

OpenText’s data and context technologies are already in use across government agencies healthcare systems, financial institutions, insurance companies and global supply chains. The company serves than 120,000 enterprise customers in over 180 countries.
Cohere was founded in Toronto in 2019. It builds foundation models and enterprise AI products for businesses and public-sector organizations. Its focus is, on flexible AI deployment.
Through this partnership, OpenText and Cohere want to help organizations build the data infrastructure AI capabilities and deployment controls needed to scale AI across their entire operations.
