Sapporo City and NTT DX Partner have signed a cooperation agreement to accelerate the use of public and private sector data to improve citizen services and support local economic growth.
The partnership will build on the city’s existing digital platforms, including DATA-SMART CITY SAPPORO and the Sapporo Area Data Trading Market, which were created to encourage data sharing across government agencies and private businesses.
Under the agreement, Sapporo City will continue managing the platforms, providing data, and identifying local challenges and citizen needs. NTT DX Partner will support long-term planning, operational improvements, and the development of projects that can turn raw data into practical services, and business opportunities.

The bigger shift, here is that cities are starting to treat data like a kind of infrastructure the same way they treat roads, utilities, and transport networks. The real question is no longer about whether cities can collect data. It’s more about whether they can convert it into decisions, services, and economic activity that people can actually feel or notice in daily life.
