GMO GlobalSign Holdings Inc. and Cynex Inc. entered into a business partnership in February 2026 to push administrative digital transformation across local governments in Japan. From March 2, 2026, the two companies have started jointly proposing and supporting the rollout of ‘Wagamachi Sign,’ a service built on GMO GlobalSign HD’s electronic signature technology.
Under the collaboration, GMO GlobalSign HD will provide the digital signature infrastructure used in its existing local government services, including GMO Sign Administrative Reform DX Electronic Contract and GMO Sign Administrative Reform DX Electronic Official Seal. Cynex will use its long standing network with municipalities nationwide to introduce Wagamachi Sign and support its operational adoption. The two parties will combine their technical capabilities and their hands-on knowledge to improve the digital workflow systems which public administration departments use.
Since the Digital Agency was established in 2021 Japanese local governments have expanded their digital transformation efforts. GMO GlobalSign HD has been active in this space since 2020 when it launched GMO Sign for municipalities. In 2023, the service became the first electronic contract platform registered for use within LGWAN and later obtained ISMAP certification, strengthening its position as a secure option for government use.

Cynex has completed projects in over 1100 municipalities through its work on Wagamachi Jiten and Wagamachi NAVI digital signage and Wagamachi Portal and Wagamachi AI Chatbot. The company established permanent connections with local governments through their public private partnerships which aimed to spread information and restore local areas.
With this partnership, GMO GlobalSign HD brings established digital contract technology, while Cynex brings trusted access and operational familiarity with local administrations. The joint launch of Wagamachi Sign is positioned as a practical step to deepen digital adoption in municipalities nationwide.
