NEC Corporation and Metaps Holdings, Inc. have entered into a business partnership to begin offering a new cloud cost management and optimization function for local government mission-critical systems operated by NEC on the Government Cloud. By incorporating “srest,” an AWS cost management tool provided by Metaps, as a standard service in the Government Cloud Operation Management Support Service provided by NEC under a shared usage model, this will promote the management and optimization of cloud costs for mission-critical systems operated by local governments across the country that NEC supports.
As part of the national government’s “Local Government Information System Standardization” initiative, which aims to unify and standardize local government mission-critical systems by the end of March 2026, local governments across Japan are accelerating their efforts to migrate their mission-critical systems to the Government Cloud. The goal is to complete the migration of 20 target systems to standardized systems by the end of March 2026. However, new challenges have emerged since the migration to the Government Cloud, including rising cloud usage fees and difficulties in cost management. In particular, the shared use model of the Government Cloud means that local governments cannot directly check cloud usage fees, and must contact the service provider to which they outsource operational management assistance.

Furthermore, it is difficult to accurately determine the breakdown of cloud usage fees. As a leading company with many years of experience supporting digital transformation in local governments, NEC has made improving customer satisfaction one of its top priorities. NEC goes beyond simply providing mission-critical systems to provide total support for customers’ operations, including the management of the Government Cloud. In addition, Metaps‘ AWS management tool “srest” supports cost management and continuous optimization of mission-critical systems in local government cloud environments by automatically analyzing and visualizing complex billing data. Based on the shared goal of “contributing to resolving cost issues in government clouds,” the two companies have entered into this business partnership to solve this urgent issue by combining NEC‘s knowledge of mission-critical systems and government clouds with Metaps’ specialized cost management technology.
