Japan Aerospace & Defense Consulting, Inc. JADC, a consulting firm in defense and part of SHIFT Inc., has teamed up with ISFnet Inc. ISFnet is well-known for its work in engineering education and human resource development.
JADC and ISFnet are teaming up to create a Risk Management Framework (RMF) training program. This program will be designed specifically for defense equipment manufacturers and suppliers. JADC will exclusively release the program in July 2025. Training starts in August. JADC will manage program sales. ISFnet will take care of training session delivery. The two companies will keep improving and updating the program. This will help it stay relevant and effective.
Context Behind the Partnership
The collaboration follows the Ministry of Defense’s 2023 revision of its “Information Assurance Instruction,” which marked a major shift in Japan’s cybersecurity posture. As part of the update, the Ministry adopted the RMF model, aligned with standards such as DoDI 8510 and NIST SP800 used by the U.S. Department of Defense. This mandates continuous risk management across the full lifecycle of all Ministry information systems—expanding from traditional IT to include Internet of Things (IoT) and Operational Technology (OT) domains.

In response, SHIFT launched its “RMF Response Support Consulting Service” in July 2024, supporting 16 defense manufacturers to date. To deepen its specialized capabilities and reinforce its public-private sector relationships, SHIFT established Japan Aerospace & Defense Consulting in April 2025 as a dedicated defense consulting arm.
ISFnet brings to the partnership over 25 years of experience in engineering education, offering comprehensive training programs for learners at all levels. With a strong foundation in human resource development, ISFnet is well-positioned to contribute to the educational dimension of the RMF initiative.
This alliance merges the SHIFT Group’s deep expertise in RMF implementation with ISFnet ’s strengths in education and training. Together, the two firms aim to accelerate RMF compliance and establish a framework for continuous improvement among defense industry stakeholders across Japan.
