There are multiple factors behind the accelerated introduction of electronic contracts in local governments. In addition to the fact that the 2021 amendment to the Enforcement Regulations of the Local Autonomy Act made it easier to introduce electronic contracts, the major driving force was the fact that concrete effects have become clear in leading local governments, and clear benefits shown in numbers, such as time savings, reduced labor costs, savings on stamps, postage, and printing costs, and reduced storage space, have attracted attention. Another factor is that the accelerated introduction in certain areas has led to an increase in local governments realizing the benefits of electronic contracts.
