ESR, a leading Asia-Pacific real asset owner and manager, and Colt Data Centre Services (Colt DCS), a global provider of hyperscale, AI, and enterprise data centre solutions, have announced a joint venture to develop a 130 MW hyperscale data centre campus in Minoh City, Osaka, Japan.
The first phase of the project will deliver 65 MW and will be designed and constructed by the ESR–Colt DCS joint venture, with operations managed by Colt DCS. The campus is in Osaka, the second-largest data center market in Asia-Pacific. It will meet Japan’s rising demand for public cloud services, digital transformation, and AI computing.
Site prep is in progress. Data center construction will start in 2027. The facility is projected to be ready for service by late 2029.

The collaboration combines Colt DCS’s 25 years of experience in Japan with its proven track record of excellence. It also uses ESR’s solid local development skills and supply chain network. Colt DCS recently opened its Osaka Keihanna data centre in 2023, while ESR completed commissioning of its first hyperscale asset, OS1, at the Cosmosquare Data Centre campus earlier in 2025.
Spanning approximately 140,000 square metres, the Minoh site has been acquired and rezoned by the ESR–Colt DCS joint venture in partnership with the local government. The project aims to boost Japan’s digital infrastructure and support urban regeneration.
The master plan focuses on upgrading local roads and creating community amenities. This includes an international school, a local park, and shared retail facilities. The data centre aims for LEED Gold certification. This fits both companies’ focus on sustainability. It also supports their ESG goals.
ESR and Colt DCS are promoting Osaka as a major hub for hyperscale and AI-ready data centers in Asia-Pacific. This project helps strengthen the city’s role in Japan’s digital economy.
