ChillStack Inc. signed a sales contract with TIS Inc., a member of the TIS Intec Group, for the personal expense fraud detection cloud “Stena Expense” on May 29, 2025. This will allow ChillStack to begin sales in partnership with Spendia, a cloud-based expense settlement system from the business management service group “ACTIONARISE” provided by TIS.
At the same time, the company also signed a contract to distribute “Spendia” provided by TIS through ChillStack. By combining “Stena Expense” and “Spendia,” companies will be able to improve the productivity of expense settlement operations and strengthen corporate compliance.
In recent years, while remote work has become more common and business processes have become more digitalized, there has been an increase in fraud and errors in expense settlement due to a lack of communication within companies and the increasing complexity of risk management. Furthermore, the workload of accounting and finance departments is increasing due to changes in laws such as the invoice system.

To address this issue, ChillStack has provided a highly accurate fraud detection service using AI called “Stena Expense,” which has helped to streamline accounting operations and reduce fraud risks. Meanwhile, TIS offers “Spendia,” a cloud-based expense settlement system developed to suit Japanese systems and business practices, based on the knowledge the company has gained from providing expense settlement systems for over 20 years. Although it is a SaaS, it has a wealth of functions and flexibility that can meet the unique requirements of large companies, and is characterized by its convenience in allowing expense settlement to be completed using a smartphone app. However, especially in large companies, it is necessary to detect anomalies from large amounts of data, and there is a demand for further reduction in the workload of accounting staff and strengthening of governance.
To solve these issues, the two companies have established a system that allows ChillStack‘s “Stena Expense” and TIS‘s “Spendia” to be mutually sold in partnership. By inputting expense settlement data managed by “Spendia,” company-specific internal rules, and employee attendance data into “Stena Expense,” it is possible to automatically detect violations of regulations and overuse from large amounts of data that were previously difficult to check visually. By utilizing AI technology to comprehensively analyze expense application data in chronological order, it is possible to reduce the burden of checking work on company accounting staff and strengthen governance by detecting fraud such as violations of regulations.
