Sampolonia Co., Ltd., a wholly owned subsidiary of Escrow Agent Japan Co., Ltd., is pleased to announce that on August 29, 2025, it signed a collaboration agreement with Koriyama City, Fukushima Prefecture regarding a joint demonstration project aimed at reducing the workload of heir investigations in fixed asset tax assessment operations.
Based on this agreement, the Asset Tax Division of Koriyama City’s Tax Department will begin a demonstration experiment of heir investigation services using Sampolonia’s heir identification system, “AI Inheritance Mitsuro-kun,” from September 1, 2025, the first of its kind in a local government in Japan.
Issues in investigating heirs in local governments
As the aging society progresses, the burden of investigating heirs on local governments is increasing year by year, and when the registered owner of real estate dies, it becomes necessary to investigate the current owner (legal heir). This heir investigation work requires knowledge of civil law to decipher family registers and identify heirs, so it is highly dependent on staff, and there is an urgent need to streamline this manual work.

Digitalization of heir investigation work through the use of AI Isotsu Mitsuro-kun
The AI Inheritance Mitsuro-kun used in this demonstration is a system developed exclusively by Sampolonia that specializes in identifying heirs. It is a one-stop service that automatically generates an inheritance relationship diagram based on a family register copy, and identifies legal heirs and calculates inheritance ratios.
Automatic creation of inheritance relationship diagrams using AI-OCR
By using AI-OCR technology to read scanned PDF files of family register copies and automatically generating legally based inheritance relationship explanation diagrams, we can expect to significantly reduce the workload of processes that previously relied on manual work by staff.
Automatic determination of legal heirs and automatic calculation of inheritance shares
Based on the family register data it reads, it automatically identifies legal heirs in accordance with the rules of civil law and automatically calculates their ownership percentages. It can handle even complex inheritance cases, and it significantly reduces the hassle of recalculating and human error.
Logic for identifying heirs backed by patented technology
AI Isozu Mitsuro-kun is the ideal system for investigating heirs, as it performs everything from analyzing family registers to creating correlation diagrams, identifying legal heirs, and automatically calculating inheritance shares. This series of processes uses multiple patented technologies, and other companies cannot replicate the same system. It incorporates unique approaches not found in other companies’ systems, such as visualizing inheritance relationships and handling complex inheritance patterns.
