TIS Inc., a member of the TIS INTEC Group, and Nexway Inc. announce that they have launched a “Digital Identity Verification Service” utilizing the “Digital Authentication App” provided by the Digital Agency on January 30, 2026.
The “Digital Identity Verification Service” utilizes the Public Personal Authentication Service to verify identity by reading the My Number card and verifying the signature, enabling identity verification in accordance with the Enforcement Regulations of the revised Act on Prevention of Unauthorized Use of Mobile Phones (hereinafter referred to as the Mobile Phone Act), which will come into effect on April 1, 2026, and the Enforcement Regulations of the revised Act on Prevention of Transfer of Criminal Proceeds (hereinafter referred to as the Criminal Proceeds Act), which will come into effect on April 1, 2027.
The “Digital Identity Verification Service” seamlessly connects with Nexway’s “Identity Verification BPO Service”, which handles cross-checking of the name, date of birth, and address stored on the IC chip of the My Number Card with application information from end users, checking risk information such as whether or not the person is affiliated with anti-social forces, and storing verification records. This provides a one-stop service for the entire process of identity verification, improving operational efficiency and reducing costs while ensuring safety in accordance with laws and regulations, and helping to increase end-user satisfaction through improved convenience.

In providing the service, TIS, as a platform operator certified by the competent minister, will share with Nexway the validity check and verification results of the digital certificate for signatures using the “My Number Card Identity Verification Service”. As a service provider, Nexway will be responsible for developing and providing products for businesses, such as issuing instructions to launch the “Digital Authentication App” and implementing an API that returns signature verification results to businesses.
Recently, problems caused by special frauds, such as fraudulent use and impersonation, have become apparent. According to a report by the National Police Agency, the damage caused by special frauds as of the end of October 2025 was approximately 109.7 billion yen, significantly exceeding the approximately 71.9 billion yen recorded the previous year, reaching a serious level. In response to this situation, the revised Act on Prevention of Proceeds of Crime, which will come into effect on April 1, 2027, will unify identity verification methods at financial institutions and other institutions into the public personal authentication method using the My Number Card, making it urgent to comply with the new standards. However, in order for businesses to verify identity using the public personal authentication method, they must develop and implement an app to read the digital signature certificate recorded on the My Number Card’s IC chip, which requires enormous costs and specialized technical skills, posing challenges for businesses.
