At its annual event, “Think Japan,” IBM announced plans to launch “IBM AI Lab Japan” in October 2025 as a new initiative to promote the co-creation of AI products and solutions in Japan. Through collaboration with clients and partner companies, AI Lab Japan will promote the use of “full-stack AI,” including business applications including AI agents, AI software for managing AI models, IT infrastructure consisting of a hybrid cloud environment, and AI hardware including chips for running AI. It will provide an environment in which Japanese companies can maximize the benefits of AI, while also working to establish sovereign AI in the country.
Improving productivity and creating new value through AI is essential to strengthening Japan’s industrial competitiveness. To achieve this, it is important not only to develop and deploy AI technology, but also to more quickly create use cases that take into account Japan’s unique requirements. Furthermore, from the perspective of economic security, there is a growing need for domestically developed, highly reliable AI and IT infrastructure, especially in highly regulated industries. Furthermore, there is a need to provide a variety of options so that companies can flexibly utilize the optimal AI for their applications.
IBM AI Lab Japan is a strategic base that brings together IBM’s strengths in technology, consulting, and research and development, and promotes the development and implementation of enterprise AI through collaboration with domestic partner companies and academic institutions. By bringing together the “full-stack AI” technologies and expertise of IBM and its partners, the lab will help accelerate the use of trustworthy AI based on clients’ unique challenges and future requirements. Specifically, the lab will promote co-creation in the following three areas:
Support for the development and implementation of AI products for the Japanese market
We will establish a development center for software and hardware specialized in AI within IBM’s Tokyo laboratory and collaborate with IBM’s overseas development departments to accelerate the development and improvement of IBM products tailored to the specific needs of Japanese companies. In the software field, we will support the social implementation of AI agents that promote productivity improvements for our customers, and in the hardware field, we will support the implementation of AI chips in our customers’ products.

Joint development of AI solutions
By utilizing AI agents provided by IBM and partner companies, we provide solutions that enable clients to use AI agents more quickly. We also design and develop an integrated AI management platform for the safe and efficient operation of corporate data and AI. Furthermore, we will focus on developing sovereign AI and industry-specific AI to promote the use of AI in highly regulated industries.
Joint development of products and solutions incorporating AI
We will promote the incorporation of AI into IBM’s industry solutions and the products and business applications provided by our clients and partners, thereby improving the added value of each product and solution.
We aim to deploy the products and solutions co-created through these efforts to customers facing similar challenges through collaboration with partner companies. We will also provide some of the results to the open source community, contributing to the development of enterprise AI in Japan.
IBM AI Lab Japan will be based in the IBM Innovation Studio in Toranomon, Tokyo, and will develop both physical and digital collaboration spaces in collaboration with domestic and international research and development centers. Through intensive workshops, demos, and proofs of concept, the company will develop AI use cases with clients and partners, and accompany them from product and solution design to implementation.
We have already begun inviting a wide range of partners with strengths in the AI field to join us, and will continue to expand open co-creation. We have begun discussions with Sakura Internet, the only Japanese government cloud provider conditionally certified, about participating in the company’s AI Lab Japan as an ecosystem partner. アイビーエム is also in discussions with Matsuo Research Institute, Inc., toward concluding an AI partnership agreement.
