Noda City Hall in Chiba Prefecture has adopted Toyokumo Cloud Connect’s ” kintone Governance Development Support/Monitoring System,” aiming to balance flexible app usage with security governance and a sustainable operational structure. Toyokumo Cloud Connect announced this on October 16th. Kintone, a business efficiency tool provided by Cybozu , is used by many companies and local governments to achieve field-led business improvements. However, this “high degree of freedom” also comes with governance and security risks.
Noda City Hall, which aims to deploy kintone throughout the city, is facing the challenge of balancing “offensive” digital transformation (DX) with “defensive” governance with limited resources (one administrator). To address this issue, they selected the following services and systems from Toyokumo Cloud Connect. The risk analysis service diagnoses kintone’s operational status and identifies potential risks, such as information leaks and configuration errors. Using expert knowledge, it visualizes blind spots in permission settings and app design, allowing organizations to quantitatively assess their risks. The governance support service helps formulate rules for the safe use of kintone. Based on extensive implementation experience, it presents a baseline plan and works with each organization to develop effective governance rules tailored to their circumstances through discussions with relevant personnel.

Furthermore, the governance monitoring system automatically monitors whether established rules are being followed. It checks app configuration changes and operation logs in real time and notifies administrators if violations are detected, achieving a sustainable management system without relying on human labor. A Noda City Hall official commented, “We want users to be able to freely create apps, but we also want them to follow minimum rules. Aiming to achieve this balance, and being the only administrator, the system’s automatic rule detection function was essential.”
