In recent years, the amount of damage caused by credit card fraud in Japan has been on the rise. According to the Japan Credit Association, the amount of damage caused by credit card fraud in 2023 is expected to exceed 50 billion yen, with damage caused by “spoofing” on e-commerce sites being particularly serious.

In response to this situation, the Ministry of Economy, Trade and Industry has revised the “Credit Card Security Guidelines” and announced a policy to make the introduction of 3D Secure mandatory for e-commerce affiliated stores in principle from April 2025. As a result, e-commerce site operators will be required to strengthen measures to prevent fraudulent use by introducing 3D Secure.
