Yet those machines decide how precisely a wafer can be coated, etched, cleaned, inspected, cut and tested.<\/p><p>That is where Japan matters.<\/p><p>In July 2026, Japan&rsquo;s semiconductor manufacturing equipment exports rose by <a href=\"https:\/\/www.mof.go.jp\/policy\/international_policy\/reference\/balance_of_payments\/preliminary\/pg202607.htm\" data-no-translation=\"\">&yen;143.0 billion<\/a> year on year, up 40.7%, while export volume climbed 36.2%. That is not a side story to the AI boom. It is evidence of the machinery layer behind it.<\/p><p>This article looks at why the Japan semiconductor equipment industry has become strategically important, how its five major toolmakers fit into the AI chip supply chain, and why Japan is spending heavily to rebuild semiconductor capacity at home.<\/p><h3>The AI Bottleneck Is Moving into Advanced Packaging<\/h3><p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-39850\" src=\"https:\/\/itbusinesstoday.com\/wp-content\/uploads\/2026\/10\/The-AI-Bottleneck-Is-Moving-into-Advanced-Packaging.webp\" alt=\"Bottleneck\" width=\"1200\" height=\"800\">The old picture of a chip was relatively simple. More transistors went onto a single flat piece of silicon, and better lithography kept pushing performance forward. AI has made that equation harder. Modern accelerators need enormous computing power, but they also need memory to move data quickly enough to keep those processors busy.<\/p><p>That is why more of the industry is looking at 3D ICs, chiplets, and High Bandwidth Memory. Rather than looking at the chip as one continuous layer, manufacturers are combining multiple dies with memory into one compact package. The connections can be made by Through-Silicon Vias (TSVs). Packaging will also come into play here by helping to make the different parts close to each other.<\/p><p>Choosing such approach means that almost all stages in semiconductor fabrication are affected. In particular, more control will be required from such processes as coating, lithography, and plasma etching. At the same time, wafer thinning, dicing, and testing will become more demanding. A defect that might once have affected one component can become far more expensive when several advanced dies are assembled together.<\/p><p>Japan already has a substantial industrial base around this problem. The 2025 Annual Business Survey, released in 2026, put 2024 sales of electronic parts, devices and electronic circuits at <a href=\"https:\/\/www.stat.go.jp\/english\/data\/kkj\/pdf\/2025k1.pdf\" data-no-translation=\"\">&yen;22.3 trillion<\/a>. Meanwhile, Yokohama National University launched a 3D Heterogeneous Integration Alliance involving more than 100 companies.<\/p><p>That matters because advanced packaging is no longer a finishing step. It is becoming part of the performance equation itself. The Japan semiconductor equipment industry sits right inside that shift, where packaging becomes part of performance.<\/p><h3>Meet the Toolmakers Behind Japan&rsquo;s Semiconductor Equipment Industry<\/h3><p><strong>\u6771\u4eac\u30a8\u30ec\u30af\u30c8\u30ed\u30f3<\/strong><\/p><p>Tokyo Electron sits deep inside the front-end manufacturing process. The list of equipment used in the fabrication process comprises coaters and developers to prepare wafers for lithography, as well as plasma etch systems to strip off chosen material from the wafer surface.<\/p><p>In advanced node structures, the capability of controlling deposition, coating, and etching processes is critical to ensuring that the design will function. In chip structures that are approaching a new level of complexity such as Gate-All-Around transistors, it is even more important.<\/p><p>For the Japan semiconductor equipment industry, Tokyo Electron represents the part of the chain that turns a design into a patterned physical structure.<\/p><p><strong>\u30a2\u30c9\u30d0\u30f3\u30c6\u30b9\u30c8<\/strong><\/p><p>Advantest operates at a different point in the chain. Its automated test equipment checks whether chips actually perform as expected after manufacturing.<\/p><p>That role becomes more important as AI accelerators become more complex. SoC testing and memory testing have to catch failures before expensive chips move into larger systems. Testing is therefore not just a final quality check. It is part of <a href=\"https:\/\/itbusinesstoday.com\/ja\/industrial-tech\/industrial-foundation-models-the-next-leap-for-manufacturing-intelligence\/\">\u3082\u306e\u3065\u304f\u308a<\/a> confidence. Advantest gives the Japan semiconductor equipment industry a critical position at the point where manufacturers ask a simple but expensive question: does this chip work?<\/p><p><strong>SCREEN\u30db\u30fc\u30eb\u30c7\u30a3\u30f3\u30b0\u30b9<\/strong><\/p><p>SCREEN Holdings is best known for wafer cleaning equipment. Although cleaning is not as glamorous as lithography, the sophisticated processes employed in semiconductor manufacturing allow very little room for contamination.<\/p><p>A wafer surface should be cleaned before each step to ensure that no particle or residue from previous process steps will affect subsequent steps. It becomes increasingly difficult to perform process cleaning as devices become smaller and more complicated to manufacture.<\/p><p>This is one reason the Japan semiconductor equipment industry is broader than the machines most people associate with chipmaking. Precision is not one machine. It is a chain of controlled processes.<\/p><p><strong>\u65e5\u7acb\u30cf\u30a4\u30c6\u30af<\/strong><\/p><p>Hitachi High-Tech is involved in the measurement and inspection part of the process. Its metrology and inspection equipment allow chip makers to monitor if structures are being created within specified tolerances, and if defects occur during fabrication.<\/p><p>A process cannot be controlled properly if manufacturers cannot measure what happened.<\/p><p>In that sense, metrology acts as the feedback loop of the factory. It tells engineers where reality has moved away from the intended design. That makes Hitachi High-Tech another important pillar of the Japan semiconductor equipment industry.<\/p><p><strong>DISCO Corporation<\/strong><\/p><p>Precision processing is key for DISCO, and it includes such processes as cutting and grinding that are widely employed in semiconductor manufacturing. It is particularly relevant when wafers get smaller and advanced packaging necessitates very careful handling of die.<\/p><p>The company illustrates another overlooked point. Semiconductor manufacturing does not end when a transistor is formed. The wafer still has to be processed, separated and prepared for the next stage without damaging valuable structures.<\/p><p>Taken together, these five companies show why the Japan semiconductor equipment industry cannot be reduced to one technology. It stretches from front-end processing to inspection, testing and precision back-end work.<\/p><h3>Japan&rsquo;s Semiconductor Equipment Industry Gets a Domestic Push<\/h3><p><img decoding=\"async\" class=\"alignnone size-full wp-image-39849\" src=\"https:\/\/itbusinesstoday.com\/wp-content\/uploads\/2026\/10\/Japans-Semiconductor-Equipment-Industry-Gets-a-Domestic-Push.webp\" alt=\"Semiconductor\" width=\"1200\" height=\"800\">Japan&rsquo;s semiconductor strategy is no longer built around hoping that global demand will create enough business at home. Since semiconductor supply has become an economic-security concern as much as an industrial one, the government hopes to restore capacity on its own soil.<\/p><p>The METI framework to enhance the AI and semiconductor industrial infrastructure would receive more than 10 trillion in public funding until FY2030. This policy aims at creating more than <a href=\"https:\/\/www.meti.go.jp\/policy\/mono_info_service\/ai_semiconductor_frame\/ai_semiconductor_frame.html\" data-no-translation=\"\">50 trillion<\/a> in public-private investments in 10 years, with an economic multiplier effect of around 160 trillion.<\/p><p>The scale matters, but the direction matters more. METI says support should focus on technologies and goods that act as supply-chain chokepoints important from an economic-security perspective. That logic puts equipment, materials, advanced manufacturing and related capabilities much closer to the center of Japan&rsquo;s industrial policy.<\/p><p>Kumamoto has become a major semiconductor cluster in Kyushu, while Japan is also building next-generation logic capability around Hokkaido. The objective is to build a more resilient ecosystem around advanced logic, packaging, manufacturing and the suppliers that support them.<\/p><p>That creates a useful feedback loop for the Japan semiconductor equipment industry and its suppliers. More domestic fabs and advanced manufacturing projects create a deeper local customer base. A deeper customer base can support investment, skills and supplier networks. In turn, those networks make Japan more capable of supporting the next generation of chips.<\/p><h3>Geopolitics Is Rewriting the Semiconductor Map<\/h3><p>The Japan semiconductor equipment industry now sits at the intersection of technology and national security. Export controls, supply-chain concentration and the competition over advanced computing have made equipment more strategically sensitive than it was a decade ago.<\/p><p>Japan has to weigh its aims for its semiconductor business with regards to the ties it has with the United States, Europe and China. While Japanese firms are part of the global supply chain, the Japanese government needs to develop resilience without severing itself off from international commerce.<\/p><p>There are thus more elements for the growth equation for the Japan semiconductor equipment industry. Foreign market access is important but the capability of domestic manufacturing and trusted partnerships internationally is essential too.<\/p><p>In May 2026, Japan and the European Union signed an agreement on the strengthening and diversification of <a href=\"https:\/\/itbusinesstoday.com\/ja\/industrial-tech\/manufacturing\/manufacturing-4-x-how-digital-innovation-is-making-global-supply-chains-smarter-and-more-resilient\/\">\u30b5\u30d7\u30e9\u30a4\u30c1\u30a7\u30fc\u30f3<\/a> and development of critical and emerging technologies against the backdrop of expanding export controls. This is a broad trend. The management of concentration and dependence is now what semiconductor policies are all about, not simply low-cost production.<\/p><p>For the Japan semiconductor equipment industry, the winners may not be the companies that sell into the biggest single market. They may be the companies that remain useful across several strategic manufacturing ecosystems.<\/p><h3>Beyond 2nm The Real Test for Japan<\/h3><p>The next phase will be harder. Gate-All-Around transistors, extreme ultraviolet enabled manufacture, advanced packaging, as well as novel materials, including silicon carbide, are taking the production of <a href=\"https:\/\/itbusinesstoday.com\/ja\/industrial-tech\/semiconductorandelectronics\/how-semiconductors-are-powering-the-ai-economy-the-technology-behind-intelligent-scale\/\">\u534a\u5c0e\u4f53<\/a> down more specialized paths.<\/p><h4>\u3053\u3061\u3089\u3082\u304a\u8aad\u307f\u304f\u3060\u3055\u3044\uff1a <a class=\"p-url\" href=\"https:\/\/itbusinesstoday.com\/ja\/industrial-tech\/semiconductorandelectronics\/nuvoton-unveils-eis-battery-monitoring-ic-for-26-cells\/\" rel=\"bookmark\">Nuvoton\u300126\u30bb\u30eb\u5bfe\u5fdc\u306eEIS\u30d0\u30c3\u30c6\u30ea\u30fc\u76e3\u8996IC\u3092\u767a\u8868<\/a><\/h4><p>Japan does not have to dominate every aspect of the semiconductor industry to be important. Its potential lies more in the specialization of its existing strengths.<\/p><p>That is why the Japan semiconductor equipment industry deserves attention beyond the AI boom itself. Every new generation of chips creates another layer of precision that someone has to solve.<\/p><p>The real question is not whether Japan can build the next NVIDIA. It is whether the world can build the next generation of AI hardware without the Japanese tools, processes and expertise embedded throughout its manufacturing chain.
