Tokyo based FinTech startup Ocean Inc., operator of the Ocean Tax Refund platform, has completed the first close of its Series A funding round as Japan prepares for a major change to its tax-free shopping system in November 2026. The funding brings together existing investors Z Venture Capital, Delight Ventures and Bluefin Partners, alongside new investors ONE-JAPAN Tourism Fund and Dual Bridge Capital. The amount raised was not disclosed.<\/p>

The timing is significant for Japan’s retail and tourism technology markets. From November 1, 2026, Japan will move from a point-of-sale tax exemption model to a refund-based system.
