Japan’s technology sector is moving toward a more secure and connected approach to digital identity. NTT Docomo will begin introducing IC chip-based identity verification at Docomo Shops and authorized retailers nationwide from August 20, 2026, replacing some of the reliance on visual document checks with electronic verification.<\/p>

The move is significant not only for Japan’s telecommunications industry but also for businesses developing solutions around digital identity, eKYC, biometrics, cybersecurity and financial technology.<\/p>

NTT Docomo’s New Identity Verification System<\/h3>

The new system will read information stored on the IC chips of four types of identification documents: My Number Cards, Japanese driver’s licenses, residence cards and special permanent resident certificates. Verified information, including a customer’s name and address, can then be transferred directly into Docomo’s contract systems, reducing manual data entry and potential transcription mistakes.<\/p>

For My Number Cards, Docomo will support both Japan’s Public Personal Authentication Service (JPKI) and an eKYC-IC process that can use the portrait stored on the document’s chip. The technology will initially be used for new mobile subscriptions, name changes, contract succession and UIM or eSIM issuance and reissuance, with additional procedures expected to follow.<\/p>

The immediate objective is fraud prevention. Fraudsters can use forged documents or another person’s identity to obtain mobile connections, which can subsequently be exploited for scams and other criminal activity. Stronger identity verification at the point of sale gives telecom operators another layer of protection.<\/p>
