Various issues have arisen, such as the lack of specifications for systems that have been used for many years, making them black boxes, and the difficulty of securing specialized personnel capable of maintaining systems due to the obsolescence of legacy technology. In addition, the hurdles to modernization are high and complicated due to incomplete design documents for legacy systems and the diversification of file
